 Being the commercial, educational and cultural center of the
        province, the trend of the city's development is heading towards continous urbanization,
        tertiary, development and decreasing the role of agriculture in the city's socio-economic
        endeavors. Small and medium agri-business industries have shown potentials and
        development.
 
 Residential expansion due to the influx of "balikbayans" is
        being evident in the outer periphery of the urban districts. Spatially, the direction of
        urban development is exhibiting trends towards the city outskirts following the national
        road network pattern.
 
 The above cited development trends were conceptualized in consideration
        with the emerging role of the City of Laoag as a trade and commercial center of the
        province. This can be carried through by means of strengthening its trade and commercial
        position in the region. It needs to enhance its potential i.e. tourism and light
        agri-industries. Toward this end, the city is issuing a national land use plan
        modification in which commercial and industrial sites are identified.
 
 Equally, this development plan would entail expanded facilities and
        services to cater to the needs of private investments.
 
 2. Proposed Projects
 
 The city government is aiming at several priority projects in 1997, but
        the giant vision is to put up a Laoag City Public Market (LCPM) and to construct a
        Multi-Purpose Center. There are also some locally funded projects of Laoag City.
 
 Because of the urgency to replace the old and dilapidated supermarket,
        the city leaders opted that for all intents and purposes funding must be searched to
        finance the immediate construction of the Laoag City Public Market. The city contemplated
        in starting the implementation of this project within this year (CY-1997).
