LAOAG CITY WILL BE A PLACE WHERE
THERE IS BALANCE OF GROWTH, EQUITY AND ECOLOGY.
- this is attainable with the inclusion and strict implementation
of the programs, projects and activities of the Social Reform Agenda (SRA) in the Annual
Development Plan;
- programs, projects and activities of the Human Ecological
Society (HES) are integrated in the Annual Development Plan involving woman in all stages
of development;
- implementation of the Clean and Green Program thru OPLAN DALUS
as well as the strict enforcement of C.S. No. 97-043, series of 1997 otherwise known as
the "Environment Protection and management Code of Laoag City". There is also
the annual Search for the Cleanest and Greenest Barangay of Laoag City.; - provides
housing to the unpriviledged and homeless as well as those who live as marked by economic
insecurities thru the Core Shelters Program. Thre are existing core shelters at Bgy. La
Paz and Bgy. Navotas South. The 3rd phase will be put up at Bgy. Apaya launched at Bgy.
Madiladig;
- well-planned project that will enhance our tourism industry in
consonance with the Tourism Plan of Ilocos Norte as well as the Tourism Master Plan of the
Department of Tourism;
- an increase in agricultural productivity and investment thru
the purchase of farm tractors, water pumps and other farm inputs;
- an improved quality of the population thru the delivery of
basic services such as health, sanitation and nutrition, social welfare and the proper
implementation of the population program;
- implementation of projects which contribute to the prevention
of the destructive effects of natural disasters i.e. integrated drainage system, river
control, dredging;
- enforcement of laws and ordinances that project the
environment, i.e. anti-illegal fishing, anti-pollution, etc.;
- the weekly conduct of an outreach program, the "Rang-ay ti
Barangay" Program (Progress of the Bgy.) facilities and the following;
- basic infrastructure needs in rural areas like roads, bridges,
barangay halls, barangay health centers, day care centers, solar dryres, etc.;
- basic facilities are likewise extended, i.e. communal toilets,
water pumps for potable water supply, water-sealed toilet bowls, street lights;
- other minimum basic needs of ther residents are addressed and
given immediate attention;
- reduction of poverty rate thru livelihood assistance, i.e.
cattle, goat and pig dispersal to women's groups, out-of-school youth and those
unemployed;
- purchase of heavy equipment for the maintenance of existing
public utilities and facilities;
- construction of Productivity Center for capability building of
those who are skilled or in need of skills upgrading;
- establishment of the Laoag City Computer Learning Center for
the out-of school youth, employees, and the rest of the public;
