Honorable Roger C. Fariņas, the fifth elected Mayor of Laoag assumed his post as the City's Chief Executive with a sincere desire to put Laoag City under an efficient and effective governance towards sustainable development.
   
    And in order to attain this, the City Mayor has the following visions:

LAOAG CITY AS THE HUB OF TRADE AND INDUSTRY IN REGION I THRU THE CONSTRUCTION OF THE LAOAG CITY PUBLIC MARKET.

     - this will transform the city from having an agriculture-based economy into a commerce-dominated economy;
     - it will provide employment opportunities which will absorb the impact of an increasing work force.

MAKE LAOAG CITY AS A HAVEN OF PEOPLE WITH SOUND MIND AND HEALTHY BODY

     - thru the strict implementation of the mass-based physical   fitness and sports development program of the city compliance to Sports 2000, specifically guided by the requirement since the conduct of LGOlympics;
     - strengthen and revitalize the City Physical Fitness and Sports  Development Council as well as reactivation of Barngay Physical Fitness and Development Councils;
     - strict enforcement of laws and ordinances regarding the use of illegal drugs;
     - an active Laoag Anti-Drug Abuse Council (LADAC);
     - strict implementation of RA 7160 (Anti-Child Abuse Law);
     - strengthen the services of the Social Hygiene Clinic under the  City Health Office for the prevention of and public protection from STD and HIV-AIDS;
     - protection of women from abuse and exploitation thru the   strict implementation of laws and ordinances related thereto.
