LAOAG CITY AS A SELF-SUSTAINING CITY

     - improve revenue generation capability thru other modes of financing like credit;
     - a strong partnership with the private sector and the NGOs will enure transparency, accountability and people participation which will work for economic growth;

AND FINALLY, TO MAKE LAOAG CITY A PLACE WHERE THERE IS PEACE, HARMONY AND SECURITY

     - discipline and order thru the strict enforcement of the Discipline and Order Code and the Traffic Code of Laoag;
     - creation of the Department of Public Safety in the city and the provision of all necessary support equipment, facilities and vehicles;
     - a more active City Peace and Order Council;
- yearly selection of the Most Peaceful and Orderly Baranagy;
     - enforcement of laws and ordinances which will rid the city of all forms of crimes and lawlessness;
     - revitalized City Disaster Coordinating Council and an improved Operation Plan on disaster mitigation and management.
